Can foreigners buy property in Abu Dhabi?

Yes, in designated areas. Here's where, what you actually own, and the checks worth doing first.

The short answer

Yes. Since 2019, foreigners can own property outright (freehold) in Abu Dhabi's designated investment zones. Outside those zones, you can usually only hold a long lease. [1]

Where can you buy?

Only in areas the government has designated as investment zones. The first official list in 2019 named 17, and more have been added since. [2][3] The ones most buyers look at:

Area Known for
Yas Island Leisure, theme parks, holiday-home demand
Saadiyat Island Beaches, the cultural district, prime villas
Al Reem Island City-centre apartments, rental demand
Al Raha Beach Waterfront apartments and townhouses
Al Maryah Island The financial district
Masdar City Sustainable, lower-cost apartments
Al Reef Lower-cost villas and townhouses
Hudayriyat Island, Jubail, Ramhan Newer, mostly villa communities

Our areas page compares them, with a full guide to each.

What do you actually own?

Freehold (inside the zones)

You own the property and the land it sits on, with no end date. You can sell it, rent it out and leave it to your heirs. [1]

Long lease (outside the zones)

You hold the right to use the property for a fixed period, up to 99 years, but you don't own the land. [1]

03

Is Al Reem Island different?

Yes, in one way. Since 1 January 2025, property on Al Reem Island is registered with Abu Dhabi Global Market (ADGM), not the main Abu Dhabi registry. [4][5] It doesn't stop you buying there, but the paperwork and registration go through a different office, so make sure your agent and lawyer know the ADGM process.

04

Do you need to live in the UAE?

No. You don't need a UAE residence visa to buy freehold property in an investment zone. Getting a mortgage is harder if you live abroad, though. Our mortgage guide explains why.

What's the catch?

Read these before you sign anything.

1

Check the zone, not the brochure.

"Freehold" gets used loosely in marketing. Ask for proof the plot is in a designated investment zone before you pay anything.

2

The zone list changes.

New areas get added, and lists online (including this one) go out of date. Confirm the current status with the registry or your lawyer.

3

Freehold doesn't mean no fees.

You'll still pay service charges every year, and buying costs add up to several per cent of the price. See what it really costs to buy.
